Az SzP-megk\u00f6zel\u00edt\u00e9s szerint a k\u00e9s\u0151-k\u00e1d\u00e1ri szocialista makroszint\u0171 strukt\u00far\u00e1k felsz\u00edne alatt, az \u00fan. m\u00e1sodik gazdas\u00e1g szf\u00e9r\u00e1j\u00e1ban megjelent, s\u0151t, t\u00f6megess\u00e9 v\u00e1lt a v\u00e1llalkoz\u00f3i viselked\u00e9s, a teljes\u00edtm\u00e9nyelv\u0171 munkakult\u00fara, \u00e9s ennek nyom\u00e1ban \u2013 legal\u00e1bbis potenci\u00e1lisan \u2013 a polg\u00e1ri mentalit\u00e1s\/\u00e9rt\u00e9krend.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A rendszer azonban \u201eragaszkodott\u201d ahhoz, hogy az akt\u00edv dolgoz\u00f3k els\u00f6pr\u0151 t\u00f6bbs\u00e9ge (1980-ban mintegy 96%-a) ledolgozza az \u00e1llami szf\u00e9r\u00e1ban \u201ea 8 \u00f3r\u00e1t,\u201d majd \u2013 a maszekok sz\u0171k csoportj\u00e1t lesz\u00e1m\u00edtva \u2013 csak ezut\u00e1n tudt\u00e1k ledolgozni a teljes munkaid\u0151alap mintegy 33%-\u00e1t a m\u00e1sodik gazdas\u00e1gban.
